RMD Services aims to be recognized as one of the national leader in the development and promotion of "housing first" strategies to re-house families and individuals experiencing homelessness. RMD Services provides housing and technical assistance for communities interested in adopting a housing first approach and works with different State/County/City agencies to overcome barriers to affordable and supportive housing.



Target Population

RMD’s housing program serves homeless families with children, single adults, HIV/AIDS, mental health and substance abuse background. RMD Services is setup to serve the emergency shelter/transitional housing continuum of a large, metropolitan city. Our Program methodology relies primarily upon the existing homeless services system in Alameda, Contra Costa and San Francisco counties for outreach, crisis intervention and short-term stabilization of homeless families. More than 25 agencies throughout the Bay Area -- shelters, transitional housing programs, residential drug treatment programs, domestic violence programs, social service agencies, and homeless access centers -- refer homeless families to RMD Services for the "next step", after they have provided initial emergency or interim services. The majority of families/individuals served each year are families/individuals facing multiple challenges that have unstable living patterns and/or histories of homelessness. Approximately 90% of 50 homeless families referred each year are headed by a single parent. Approximately 30% of mothers are in recovery and approximately 15% became homeless due to domestic violence. The average age of parents is 30 years old, and the average number of children is 2. Gay and Lesbian make up 15% of the population served by RMD Services. RMD Services requires that an adult family member with a history of substance abuse have at least three months in a recovery program (post-treatment, post-detox) before moving into permanent housing. Similarly, RMD requires that families who have experienced domestic violence have at least four months of separation from their abusive partner.



Program Description

When homeless individuals and families are referred to RMD Services, we assist them in moving that family/individuals into permanent rental housing in residential neighborhoods. The overriding goal of our agency is to return homeless families to permanent housing as rapidly as possible. Referred families meet with our property consultants at our office location for screening and needs assessments. Upon enrollment, the family and RMD staff work together to develop an individualized Family Action Plan to sustain and maintain their living environment, by identifying the family's housing, financial assistance, and social service needs and the steps necessary to assist the family in moving towards qualifying and to maintain the families’ stability in permanent housing. Our staff then assists families in relocating to affordable rental housing in residential neighborhoods throughout Oakland into properties that is owned and operated by RMD Services. We assist in lease preparation, working with agencies for move-in funds, and overcoming the barriers of poor credit history, prior evictions and discrimination based on ethnicity, family size, or income source. RMD Services builds and maintains close working relationships with non-profit affordable housing providers, and local, state and federal housing assistance programs. RMD’s existence is to help and facilitate the move into permanent housing for homeless families, and assist the families and individuals to move toward improved social and economic well-being. RMD’s belief is premised, that multi-problem and at risk families are often more responsive to interventions and support after they are in their own housing, rather than still living in housing programs that are temporary or transitional.



Source of funding

We are looking for partners and are actively seeking assistance to supplement our organization in purchasing more affordable housing through a variety of local, state, and federal contracts and private foundation funding.

2000 - RMD assisted over 5 homeless families – since inception of our organization, since then we have assisted with approximately over 200 families relocated to, and stabilized in permanent housing. Population breakdown served by RMD Services:
60% - Families with Children (Includes Teenage Mothers, Single Parent with child (ren) and Families with child (ren).
15% - Single Individuals
15% - HIV and AIDS
10% - Mental Health and Substance Abuse
